Joe & Catherine Millane
Joe Millane, a farmer and US Army veteran, and his wife, Catherine, a nurse, were both deeply rooted in the Fairfield community and active in St. Mary Catholic Church
Joe’s love for his wife of 45 years and the land he farmed most of his life shaped a legacy gift that will provide scholarships to Jefferson County students interested in pursuing a career in agriculture or health care. The secondary purpose of the Millane Endowment is to provide support for activities and entertainment for residents of Jefferson County care facilities. The Millane Endowment is administered by the Legacy Foundation.
Millane Endowment Scholarship Awards
Scholarship Awards
Awards are a 4-year progressive scholarship. The scholarship starts at $1,000 for the first year and progresses to $2,500 in the second year, $5,000 in the third year and $7,500 for the fourth and final year.
The second, third, and fourth-year scholarships are automatically awarded contingent upon the student maintaining a minimum GPA of 2.75 and remains enrolled in an approved agriculture or health care field of study. Awards may be used for educational expenses, including tuition, books and other fees, and are paid directly to the student’s college or university. Awards are given without regard to race, color, creed, religion, gender, disability or national origin. Minorities are encouraged to apply.
Eligibility

Applicant must permanently reside in Jefferson County, Iowa at the time of initial application.

Applicant must be a U.S. Citizen

Applicant must be enrolled in a state or nationally accredited program of study with an agriculture or health care focus.

Applicant must be enrolled/enrolling in an agriculture or health care course of study. Award will be contingent upon proof of registration/enrollment.

Applicant must have a cumulative grade point average of 2.75 or higher on a 4.0 scale.
Scholarship Selection Committee
The Millane Scholarship Selection Committee is comprised of Millane Endowment Trustees, Jefferson County agriculture and health care professionals and/or educators, as well as Foundation staff members which are non-voting committee members.
Preference
The Scholarship Selection Committee will give preference to applicants that are/have:
- An award recipient from the previous year
- Expressed a desire to seek employment in southeast Iowa upon completion of studies
- Pursuing educational studies in an agriculture or health career identified as a workforce shortage area for southeast Iowa
- Demonstrated financial need

Millane Care Facility Program Assistance
Purpose
To assist nursing care facilities in Jefferson County, Iowa, and to provide activities and entertainment to its residents.
Eligibility
Eligible facilities must fall under one of the following as defined by the Iowa Department of Human Services:
Residential Care Facility
Institutions providing accommodation, board, personal assistance and other essential daily living activities for a period exceeding 24 consecutive hours. Individuals living in a residential care facility are unable to sufficiently or properly care for themselves because of illness, disease, or physical or mental infirmity, but do not require the services of a registered or licensed practical nurse, except for emergencies.
Nursing Care or Long-Term Care Facility
A licensed institution or designated part of, that provides 24 hr. general nursing care to persons that are chronically ill or unable to take care of daily living needs.
Skilled Nursing Care Facility
A federally certified facility, or designated part of, that provides 24 hr. specialized services such as to persons that require nursing care under the direction of nurses. Specialized services may include, but is not limited to, medications, wound care, and therapies that require a licensed professional such as a nurse, doctor, or therapist.
Opportunities may include but are not limited to
- Field trips for residents
- Capital purchases that will directly benefit residents
- Entertainment services of a therapeutic nature
Millane Endowment Care Facility Program Assistance will not fund
- Construction, expansion or upgrades of physical facilities
- General operating expenses
- Debt reduction
