Dr. Jill Budde
Vice-Chair
Dr. Jill Budde serves as the Vice President, Learning & Engagement at Indian Hills Community College, where she has worked since 2006. She is a physical therapist by formal education, earning her degrees from Clarke University in Dubuque, having practiced PT full time in WI before moving to Ottumwa. She is a 2015 graduate of the Ottumwa Leadership Academy and remains active with the organization as an Advisory Board member. Jill is a member of the Ottumwa Noon Lions, and has served on the boards of Ottumwa Regional Health Center and the Ottumwa Economic Development Corporation. Jill and her husband, Shawn, have two sons, Evan and Rece.
Kelly Genners

Kelly has been a part of the Legacy Foundation since its inception and brings over 20 years of expertise working in the not-for-profit sector in both the health and education arenas. Most recently, before joining the Legacy team, Kelly held the Director of Donor Relations and Foundation Director positions at the Ottumwa Regional Health Foundation. Prior to that, Kelly managed the Advancement/Alumni Relations office and served as Annual Fund Coordinator for William Penn University. Kelly holds an AA Degree from Indian Hills Community College, a Business Administration Degree from Buena Vista University and a Master of Science Degree with a Community Development emphasis from Iowa State University. Additionally, Kelly is a member of the Cradle College Career (C3) Stakeholder Council, a member of the IHCC Regional Entrepreneurship Center Advisory Board, Rippling Waters Property Development Board, Spark Tank Advisory Board, Greater Ottumwa Partners in Progress Board and is a 2013 graduate of the Ottumwa Leadership Academy. Kelly and her husband Dan have two sons; Skylar and Jaden and three spoiled Wheaten Terriers.

Natalie Bolin
Past-Chair
Natalie Bolin is the President of South Ottumwa Savings Bank. She obtained an undergraduate degree in Accounting and a Master’s Degree in Business Administration from the University of Nebraska at Omaha. Natalie began her career as a certified public accounting and transitioned into banking shortly after returning to southeast Iowa in 2006. She was a graduate of the initial class of the Ottumwa Leadership Academy in June of 2013 and remains active with the organization’s Alumni Association. Additionally, Natalie is currently serving as a board member for the Ottumwa Library Foundation and is a member of Legacy’s Finance and Investment Committees. She and her husband, William, have two children.
David Bradford
David Bradford serves as the president of S2 Manufacturing in Ottumwa. With 22 years at John Deere and 2.5 years at Amazon, he brings expertise in heavy equipment manufacturing and customer-driven solutions. David holds BS and MS Degrees in Mechanical Engineering from Kansas State University. He has contributed to each community in which the family has resided through various community organizations, including foundation boards, economic development boards, United Way, and other activities. David and his wife, Heather, have two children, Isaac and Anna.
Mark Clark
Mark Clark as been Senior Pastor at Living Hope Bible Church in Eldon since 2009. He obtained his A.A.S. in Laser Electro-Optics from Indian Hills, B.S. in Business Management from the University of Northwestern in St Paul, MN, and a Master of Divinity degree from Asbury Theological Seminary in Wilmore, KY. Mark spent eight years working in the laser industry and another seven years in the medical device industry. He is a graduate of the 2014 class of the Ottumwa Leadership Academy and remains active with the organization’s Bright Ideas Community Enrichment Fund. He serves on the boards of Hospice of Wapello and Davis County, Cardinal Dollars for Scholars, and the Cardinal Ministerial Alliance. Mark and his wife Lea An live in Eldon and have two Cyclones; Grant and Ben.
Jean Dell
Jean Dell grew up in central Iowa, graduating from Ft. Dodge Community
College and the University of Northern Iowa.
Jean retired from the Iowa Department of
Human Services after 33 years of service, the last 16 years in
Protective service Supervision in Wapello County. She volunteered, and served as an officer, in
a wide variety of community organizations during her employment years and in
retirement. In 2017, she gratefully received the Gene Schultz Community Service
award. She served on the IHCC Foundation Board from 2009 to 2018. She received the IHCC Outstanding Lay Citizen
Award in 2016. She currently serves on
the Wapello County Board of Adjustment and the Bright Ideas grant
committee. She is past president and an
active member of the League of Women Voters of Ottumwa, the Children’s
Alliance, and enjoys the Hi Noon Kiwanis. Jean and her husband Bill live on an
acreage east of Ottumwa with their rescue cat, Buffy.
Taren Ferguson
Taren Ferguson is the Chief Financial Officer at Indian Hills Community College. She obtained her undergraduate degree in Business Management from Central College and a Master’s Degree in Business Administration from SNHU. She was a graduate of the 2016 class of the Ottumwa Leadership Academy and remains active with the organization as an Advisory Board member. She currently serves on the board of the South Central Iowa Local Workforce Development Board and the C3 Stakeholder Council. Taren and her husband Matt have four daughters and reside in Ottumwa.
Sandra Hendred
Dr. Jessica McCullen
Dr. Jessica McCullen is an optometrist at Ottumwa Eye Care and has been practicing in Ottumwa since 2012. Jessica graduated from Cornell College with bachelors degrees in biology and psychology. She then earned her Doctorate of Optometry from Southern College of Optometry. Jessica is on the Board of Directors for the Ottumwa Rotary Club and has been involved with the Legacy Foundation through the Bright Ideas Community Enrichment Fund. Jessica and her husband Nick have two sons, Fenton and Warner.
Ashley Noreuil
Ashley is an Operations Manager at FedEx Ground and a Major in the United States Marine Corps Reserve. She received an undergraduate degree in Applied Mathematics-Economics from Brown University. After serving four years of active duty in the Marine Corps, she enrolled in a dual degree program, earning master’s degrees in business administration and engineering management from Northwestern University. Following her graduate education, Ashley moved to Ottumwa and graduated from the 2015 class of the Ottumwa Leadership Academy. Between drill weekends, she serves the local community on the Planning and Zoning Commission and at Sunday services for the Bridge Church.
